as the Government Schools at Sai-ying pun and Wanteai have an excessent knowledge of English, suitable for the Central School; but that they are unable to proceed thither though anxious to do so, as they are unable to pay the low fee of $... a mouth.
(1) I would suggest therefore that the Government should annually make four presentations to the Central School, somewhat similar to Foundation Scholarships in England, to 4 boys whose to be selected by competitive examination held by the Head Master of the Central School, and if he please by the Inspector of Schools.
(2) That the candidates should consist of 4 boys from each of the following Government schools that teach English, Sai ping pong, Wantsai, Yaumati, Wong Stanley.
